Freckles the Leopard was bag number 1 in McDonald's 1999 Teenie Beanie promotion, the first of twelve numbered animals that went out in Happy Meals from May 21 to June 3, 1999.
A second phase followed that promotion, four International Bears offered with a food purchase from June 3 to June 17 in cardboard packaging rather than a numbered bag. Like the rest of the numbered animals, Freckles came in a printed plastic bag, and millions were made, so a sealed bag alone does not make one valuable.
